HELP最近进展和版权的问题

最近突然开始意识到这个问题，版权的问题，已经非常尖锐的进入了HELP工作的视野，真的很奇妙是做HELP的过程中，你需要不断抽出，然后进入，放下和进入这些问题。

版权的对面是“分享” ，可是远远不是很清楚。

很多问题已经不仅是教育范畴的问题了，在解决，失败，重新进入的过程中，你享受着乐趣，你的思考也是一样的深入。

大概最近一些事情就会水落石出，我会尽力让大家keep posted .

很久没有来这里写东西了，想告诉大家，我一直都在努力。

Elsevier 承认六个期刊造假

ELservier是著名的网路科研期刊，最近在自己的blog上公开生命自己接受了6个期刊的“好处”造假的事情，这六个期刊主要是关于医学产品的，实际上就是一些医学的公司，药品公司为了宣传自己的产品而做的手脚。

一直以来感觉比如像Elsevier这样的传统的期刊不会出现这样的事情，这个更让我感觉当一个期刊封闭自己的时候，质量真的很难控制，希望国内的核心期刊比如不要出现类似的事情，或者已经有了，但愿是我杞人忧天。

HELP第一届国际年会的模板(Flatclassroom)

对于HELP的首届国际年会（暨教师培训）以及教师培训的模式，我一直在思考，而最近给了我很多灵感的会议的模式主要集中在

会议的地点选择
会议的时间选择
会议前后的准备
志愿者的选择

而在这样的过程中，我们做了以下一些事情，我们希望做的会议是一个绿色的概念，简单来说就是：投入最少，但是收入最大。这其中的收获从参加教师，到丰富的材料，到会议的辅助，到志愿者的选拔，到会议资助政策的颁布，到会议发言的方式，会议内外的正式和非正式的交流，会议主题的确定，每个老师带来了什么，又带走了什么。都让我开始思考这个问题。下面这个视频是Flatclassroom做的第一次年会，给了我很多灵感和刺激。和大家分享。

美国国家教育技术教学标准（2009年学校管理层版本）

这篇文章是一个续篇，第一篇是学生版本第二篇是教师版本现在到了学校管理层次了。(从这里也看到任何一个教育政策从制定到执行，最少要有教师学生和学校三个方面的支持）

而2009年版本在出来之前，他们先设计了一个问卷在这里，来征询大家对于2002的版本和2009年的初稿的一些看法。

这里我还是翻译下，我的翻译水平有限，如果你英文好的话，我建议你去阅读原文。

以下是2002年的翻译，我是直接复制过来来的，地址在这里

Technology Standards for School Administrators (TSSA)

一．领导能力与远见卓识:

为了充分整合教育技术，教育领导者要激发一种共同的抱负，并营造一种环境和文化以实现这种抱负。

教育领导者应当：

A. 为了运用教育技术和广泛地传播共同的抱负，要通过所有合作者来促进共同发展。

B. 采取一种包容性的、灵活性的方法去开发、实施和监控信息技术方案，以达到既定的目的，信息技术方案应该是动态的、长远的和系统的。

C. 培养和扶持一种负责任的、勇于承担风险的精神，倡导不断运用信息技术进行教育创新的方针和政策。

Ｄ.　运用数据资料来制定领导决策。

Ｅ.　在运用信息技术方面，提倡以研究为基础的讲求效率的实践。

Ｆ.　在国家与州一级的层面上，提倡在政策、规划及资金上多给机会来支持基层地区的教育技术计划的落实。

二、教与学:

教育领导者要确保课程设计、教学策略和学习环境与恰当的信息技术相整合，以促使学与教的最优化。

教育领导者应当：

Ａ.　鉴别、运用、评估和推动恰当的信息技术来提高、支持教学和基于国家课程标准的课程，以促使学生达到高水平的学业成绩。

B. 为了改进学习，建设和管理好充分利用信息技术的、合作的学习环境，以促进教育创新。

C. 提供以学习者为中心的教学环境，利用信息技术来满足学习者的个性化的、各种不同的需求。

D. 推动信息技术的运用来支持教学，增强教学效果，发展学生的高级思维能力、决策能力和问题解决能力。

E. 为了运用信息技术来改善学与教，提供教师培训机会并确保教职工得到良好的专业学习。

三、工作效率与专业实践:

教育领导者要运用信息技术来加强他们的工作实践，并提高自身与他人的工作效率。

教育领导者应当：

A. 规范应用信息技术的常规性、目的性，提高应用信息技术的效率。

B. 运用信息技术与师生员工、家长、学生和更大范围社区进行交流与协作。

C. 创造并参与学习化的校园社区，从而激励、培养和支持教职员工运用信息技术来提高工作效率。

D. 利用信息技术资源，参加持之以恒的、与工作相关的专业学习。

E. 一直关注出现的新技术及其在教育方面的运用潜力。

F. 运用信息技术来促进组织机构建设的改进。

四．保障、管理与运作:

为了促进学习和管理，教育领导者要充分整合信息技术来建设高效率的工作系统。

教育领导者应当：

A. 制定、贯彻和监督政策与指导方针，以确保信息技术与教育教学各个要素之间的相容和协调。

B. 实现并使用以信息技术整合为基础的管理体制与运作机制。

C. 分配资金与人力资源，以确保信息技术计划的完成和持续的实施。

D. 将学校发展的战略计划、信息技术设计和其他改革计划与政策结合起来，调整学校的投入、资源的安排，使各个部分得到适当的相互关系。

E. 采取有序的步骤来推动信息技术体系的不断改进，并支持信息技术的不断更新。

五、评价与评估:

教育领导者要运用信息技术来规划和实施有效的全面的评估体系.

教育领导者应当：

A. 使用多样的方法来评估和评价在学习、交流与提高效率方面对于信息技术资源的合理的运用。

B. 运用信息技术来搜集分析数据、诠释结论、交流发现的问题，以改善教学实践与学生学习。

C. 评估教职员工运用信息技术方面的知识、技能和成绩，并依据结果来促进高质量的教师专业发展和做出人事决定。

D. 运用信息技术来评估、评价、管理行政体制和运作机制。

六、社会、法制与道德问题:

教育领导者要理解与信息技术相关的社会、法制和道德问题，并制定与此相关的负责任的策略决定。

教育领导者应当：

A. 对于允许和授权所有的学习者与教育者可以使用信息技术资源，要能够确保所有的学习者与教育者都能平等享用。

B. 鉴别、交流、规范并加强社会、法制和道德的实践来促使负责任地使用信息技术。

C. 促进和加强与运用信息技术相关的隐私性、可靠性和在线的安全性。

D. 促进和加强运用信息技术的环境安全和健康习惯。

E. 参与著作权与知识产权方针政策的制定，并明确地实施。

我们来看2009年的初稿（还没有最终定稿）他们在征询各个国家的老师学校的意见，你也可以在这里给出你的意见。

一教育管理者激发各个方面的力量让大家对于技术改变教育的理解有一个共同的认识和行动，从而使得学校在激烈的竞争中胜出：

A 让各个方面部们的开始逐渐理解现代的技术给教育带来的变化，以及如何最大化的利用技术去改革学校，提升学习效果，对于一些卓有成效的教学改革予以支持，让学校领导和区域领导的尝试可以最大化的影响现实教育。
B 让学校的股东们认识到技术对于教育的改变，引发他们的支持
C 在学校环境方面，通过有目的的采用一些数字化学习手段进行改革的实践；
D 呼吁地方州，政府国家在政策，资金等方面对于技术支持下的教学进行倾斜的扶持

二创造一个强大的数字化学习的文化和环境，和一定的奖惩机制教育管理者应该
A 让教学改革不断促进数字化时代的更新换代和进步
B 对于有效利用技术改变学习方法方式的模式予以鼓励和支持
C 建立一个学习者为中心的学习环境去满足学习者的不同的学习需求
D 保证技术渗透下的教学可以顺利进行开展
E 参与并且推动，地方国家和全球的学习共同体的形成，促进创新，以及国际协作的发生

三促进支持奖励数字化时代的教师专业发展，学校管理层应该
A 对于学习和教学有用的学习机会，资源共享，开绿灯给予支持
B 以身作则，推动和参与到有利于教师，管理层各个方面共同学习进步，促进学校终身学习文化的形成，提高效率等
C 推动现代化的运用技术，尤其是在同事，家长更大的社会和社区之间的互动上
D 对于一些目前新鲜出现的技术保持敏感性，做到与时俱进，尤其是意识到其发展潜力

四开始一些系统的战略性的策略，支持，推动，执行，实现，评估这些系统的政策支持下的具体的实践。教育管理者应该

A 建立数据库，分析数据，解释结果，让教师学生和职工都意识到这些变化背后的深刻原因
B 雇佣称职的专业人员去实现这些技术支持下的改革推动学术和操作层面的改革
C 通过合作完成这些目标
D 大力支持建设完善技术的基础设施
E 使用技术支持下的管理方法去实现数字化管理

五发展制定政策培养数字化公民意识，但是要在道德允许的范畴内，社会道德和法律三个层面的责任都很重要让学校各个层次都能够彼此理解和信任。

A 对学生教师职工提供数字化学习和工作的条件和环境
B 保证所有学生可以使用必须的合适的技术工具公开公平对所有学生开放
C 支持推动示范，如何健康使用数字信息，包括对于知识产权和版权的保护部分
D 注重与社会的互动中贯彻对于技术信息的合理利用的规范
